Problem: SLOs are actually waiting for you (Principal) to "Rate them" as you do at the end of the year, not approve them, which is what you do in the Fall of the school year.   You are wanting to approve them.  

Resolution: The teacher clicked on Submit for Finalization instead of Submit for Approval.  You as the principal can roll back the status of the SLO for the teacher by clicking on the gear icon located to the left of the status and changing it to Submitted by Teacher and then it can then be approved.  See the image below:
